Create a car with maximum EVO and minimum PP. Re-fit STOCK parts for everything except transmission, nitrous, and tires to begin with. Make sure you get fusion parts for everything you upgrade. Possibly upgrade body. Then only race the bots in the lobbies. Refuse to race anyone else. This is for PURE RP accumulation, you won't make much money doing this, but you can make a LOT of RP fast.
